Amendment 1 would further prohibit people who are not U.S. citizens from voting in Kentucky elections. The state Constitution now says citizens of the United States are eligible to vote in Kentucky; in practice, only citizens are allowed to vote. The amendment would specify that noncitizens are ineligible to vote. The amendment also specifies that only U.S. citizens could vote in school district elections.

This Measure Would

• A "yes" vote on Amendment 1 would specify that noncitizens cannot vote in any Kentucky election. Remaining in place would be other voter exclusions, including convictions for treason and other crimes.
• A "no" vote would leave the Constitution as is, granting the vote to citizens of the United States unless, as the Constitution already says, they are excluded for other reasons such as convictions for treason and other crimes.
